I was there. I've struggled with 9/11 every year since.

The Constitution gives Congress responsibility to declare war. Stephen Siller, 34, was with the New York City Fire Department on Sept. 11, 2001. He was driving home from work when he received a radio call about the World Trade Center being hit and turned his pickup around. The father of five was last seen near the south tower; his remains were never recovered.<strong> </strong>
