Monster storm takes aim at Florida

Tropical Storm Helene formed over the Caribbean on Tuesday as residents across Florida prepared for a strike from what is expected to be a massive and powerful hurricane.

What to know: Forecasters said Helene will dump heavy rain across western Cuba as it passes on Tuesday night, putting it on a path toward the Gulf coast of Florida. As it churns over warm waters, Helene is expected to quickly grow into a major hurricane with 115-mph winds by the time it makes landfall Thursday. 🌀 See our live coverage.

Biden's UN swan song

As he exits the world stage, President Joe Biden says he is hopeful. On Tuesday, in his final speech to the U.N. General Assembly in New York, Biden reflected on his five decades of public service, during which he has seen brutal wars and devastating famines – but also reconciliation between bitter enemies and the birth of new alliances. Brett Favre reveals Parkinson's diagnosis

Pro Football Hall of Famer Brett Favre revealed he has Parkinson's disease during a congressional hearing in Washington on Tuesday. Favre testified in front of the House Ways and Means Committee, which is investigating how states are spending money intended for needy citizens.

Why is he testifying? Favre, 54, is one of more than 40 people who have been sued by the state of Mississippi, demanding repayment of more than $90 million in funds from the Temporary Assistance for Needy Families program. He has not been criminally charged, but his testimony is the latest chapter in a quick and stunning fall from grace for a man who used to be one of the country's most beloved athletes. 👉 More from the hearing.

Bunny buyer's remorse? 

After facing years of criticism, Petco will stop selling rabbits. The pet retailer announced Tuesday that it is "recommitting to an adoption-only policy for rabbits" following calls to stop selling them. According to the nonprofit Rabbit.org Foundation, regretful owners overwhelmed by the care needed for the cotton-tailed companions often end up abandoning their animals. And earlier this month, Rabbit.org called out Petco, saying the company had promised in 1994 and 2008 to stop all rabbit sales but failed to follow through. 🐰 More behind the bunny brouhaha.
